"I am very happy to sign for Chelsea, a world-famous club with a reputation for major success. I am delighted to be in the Premier League, the best league in the world, and can't wait to meet my team-mates and get going," the 20-year-old told the club's official website.
"I am still at the beginning of my career but I believe this is the place to develop and learn from some of the best players in the world."
Miazga joined the Red Bulls in 2009 at the age of 14 and rose through the youth ranks at the club before making his debut in 2013 as a substitute in the 4-1 victory over Houston Dynamo.
He has since developed into a first-team regular and featured 36 times for the Red Bulls during the 2015 season as they won the MLS Supporter's Shield and reached the Eastern Conference final before losing to Columbus Crew.
Miazga has been capped once by the United States, making his debut against Saint Vincent and the Grenadines in November.
